Andorra housing assistance and policy developments

Andorra has initiated several measures to improve housing accessibility and stability. Initial efforts focused on public-private partnerships, such as an agreement between the Institut Nacional de l’Habitatge and the Fundació Privada Família Cierco to provide economic aid for vulnerable populations. This included support for security deposits, utilities, and repairs. Additionally, the government began exploring cooperative housing models in collaboration with the association Estaló and the municipality of Andorra la Vella.

Following these developments, the government announced a €6 million housing aid package specifically designed to include middle-class and working families. Head of Government Xavier Espot stated the goal is to ensure rent payments do not exceed 30% of a tenant’s income. While the administration defended its policies, including rent increase limits, opposition leaders criticized the package, suggesting the funds might only serve to offset price increases driven by real estate speculation.
