Overview
Google has released Android 17, internally codenamed ‘Cinnamon Bun’, which introduces a significant shift toward software-based resource management through per-application memory limits. These limits are designed to improve system stability and prevent individual applications from consuming excessive RAM and slowing down devices. The system implements RAM thresholds tailored to specific hardware, ranging from 4GB to over 16GB. When an application exceeds its allocated budget, the operating system utilizes a two-stage intervention: first, it moves the app’s data into zRAM, a compressed memory area; if the application continues to exceed limits, the system may slow the application down or terminate the process to preserve overall system fluidity. Stable versions of Android 17 became available for Google Pixel devices in mid-June. To mitigate the impact of rising RAM costs and an industry-wide hardware component crisis, Google is introducing stricter performance thresholds for apps and games distributed via the Google Play Store. This initiative is driven by a global RAM shortage, as manufacturers prioritize high-bandwidth memory (HBM) for AI data centers, increasing the cost and decreasing the availability of standard mobile RAM. Starting in February 2027, developers must meet specific standards regarding dynamic memory usage, bitmap usage, and DEX (Dalvik Executable) code optimization. Specifically, developers will be required to achieve at least a ‘25% combined coverage in optimization, reduction, and obfuscation’ for DEX code. On a 4 GB device, for example, an app may be limited to 2 GB in active mode and 1 GB in the background. On an 8GB device, a standard app may be limited to 2.25GB in the foreground and 1.5GB in the background, though games are granted higher thresholds. While non-compliant apps will not be banned, they will face reduced visibility, lower rankings, or potential OS throttling.
