Animal welfare investigations in Chile and Paraguay

Overview

Authorities in Chile and Paraguay have conducted several operations targeting animal cruelty and the illegal possession of wildlife.

In Chile, investigations began in Lampa where the PDI and the Rescatando Patitas Foundation rescued four dogs from an uninhabited house; the animals were found in “deplorable nutritional condition.” In Tomé, the Agricultural and Livestock Service (SAG) and the PDI seized a quique and three choroy parrots from a residence. This seizure led to a lawsuit filed by the legal defense of veterinarian Cristian Herrera, who alleges “falsification of public instruments and malicious reporting.”

In Paraguay, the Public Ministry raided a residence in Ñemby to rescue a dog suffering from severe injuries and weight loss, leading to a criminal case against the owner. Additionally, the National Directorate of Animal Defense, Health, and Welfare filed a formal complaint in the Itapé area of Caapucú after footage emerged of two horses left exposed to intense storms. Authorities are seeking a criminal investigation under Law No. 7513/2025 to identify those responsible.
