Arab diplomatic support for Palestinian and Lebanese state

Overview

Diplomatic efforts within the Arab world have continued to focus on Palestinian sovereignty and the humanitarian crisis in Gaza. In late September, Algeria reaffirmed its commitment to an independent Palestinian state based on the 1967 borders with East Jerusalem as its capital. Azouz Nasri, President of the Algerian Council of the Nation, met with Palestinian Ambassador Fayez Mahmoud Abou Aïta to discuss bilateral relations, the rights of prisoners under international law, and the humanitarian situation in Gaza.

By mid-October, the Arab League expanded on these positions, emphasizing that the Gaza Strip must remain an integral part of a sovereign Palestinian state. The League highlighted a dire humanitarian situation, citing medical statistics of over 74,000 deaths, including more than 21,000 children. The organization called for a permanent ceasefire, the withdrawal of Israeli military forces, and the unhindered delivery of aid.

On October 18, Arab League Secretary-General Nabil Fahmy visited Lebanon to reaffirm support for the country’s sovereignty and state institutions. During meetings with President Joseph Aoun at Baabda Palace, Fahmy identified Lebanon as a “top priority” for the League and pledged intensified political, diplomatic, economic, and social support. While Aoun noted that there is no domestic disagreement regarding the objectives of negotiations—such as Israeli withdrawal and the return of displaced persons—he stated there is disagreement regarding the methods, noting that Israel has not adhered to the framework agreement.

Following visits to southern Lebanon, including Tyre, Lebanese military officials reported significant destruction and mass displacement resulting from Israeli attacks. The Secretary-General expressed the League’s commitment to supporting Lebanese negotiations and indicated intentions to work with the international community to ensure the continued presence of UNIFIL forces in the south.
