These amendments require the legislation to return to the Chamber of Deputies for a second review. To address industrial concerns raised by the Unión Industrial Argentina (UIA), the 20% local procurement quota will now exclusively apply to goods effectively produced within Argentina, preventing the use of imported products through commercial intermediation. Additionally, to protect provincial power grids, large-scale electro-intensive projects, such as AI megacenters, must implement their own electricity generation systems.
The proposal specifically targets Big Tech companies by offering protected legal frameworks for the material infrastructure required for AI. However, the initiative has sparked debate regarding the environmental and social costs associated with the intensive use of energy, water, and minerals needed to sustain these technologies. While the government expressed reservations that certain requirements might deter investment, the changes were deemed necessary for legislative support.
