Overview

The following day the Argentine Revenue and Customs Agency (ARCA) issued Resolution General 5883/2026, scrapping the US$3,000 FOB ceiling for courier‑based exports, simplifying documentation, introducing digital record‑keeping and expanding traceability to lower costs for SMEs, entrepreneurs and startups. Simultaneously, ARCA released Resolution General 5884/2026, reinstating a US$3,000 FOB ceiling for imports intended for personal use while adding a digital pre‑declaration system, allowing up to three identical items per parcel and excluding shipping costs from the value limit. Recipients have 24 hours to confirm or correct the data and may be billed for duties in advance, enabling virtual clearance before arrival. The measure removed certain technical checks, kept an exemption for the first US$400 per shipment (limited to five shipments per person annually), and maintained ANMAT control over medicines. Both resolutions were presented as part of the broader deregulation effort announced by Minister Federico Sturzenegger and signed by ARCA director Andrés Edgardo Vázquez.
