Argentine federal tax redistribution debate

The Argentine Senate's Federal Tax Coparticipation Commission has initiated formal discussions to reform the national tax scheme and resource distribution. The initiative, titled “Rethinking coparticipation, from federal design to the reality of the provinces,” seeks to address long-standing regional asymmetries and historical imbalances that have hindered provincial development for decades.

Senator Eduardo Vischi described the reform as a “pending debt” that has been delayed for 30 years, emphasizing the need for provincial autonomy and equitable development. Senator Flavia Royón noted that provinces have increasingly served as buffers against the retreat of national state functions.

In support of these discussions, the government of Salta, represented by Minister of Economy and Public Services Roberto Dib Ashur, has proposed a new framework called the Federal Equity Regime (REF). Rather than demanding a full overhaul of the existing system, the REF aims to complement current tax sharing by using objective, solidarity-based criteria to address disparities in infrastructure, connectivity, and socioeconomic development across different jurisdictions.
