Argentine provincial climate emergency responses
Overview
In response to the anticipated ‘Super Niño’ phenomenon, legislative and inter-provincial actions have been initiated in Argentina to manage extreme weather risks.
In Buenos Aires, Senator Malena Galmarini introduced a bill to declare a provincial climate emergency. The proposal seeks to provide Governor Axel Kicillof’s administration with a legal framework to implement mitigation and recovery measures, including the authority to execute urgent works and provide economic assistance to affected individuals and businesses.
Concurrently, authorities in the Región Centro—comprising Entre Ríos, Córdoba, and Santa Fe—have formalized a reciprocity and collaboration agreement to strengthen prevention and response efforts. This pact establishes a permanent framework for preparedness, alert, and recovery, centered on a Regional Information, Alert, and Coordination System to facilitate the exchange of meteorological and hydrological data. Under this agreement, provinces will provide mutual assistance, including human resources, technical equipment, vehicles, and machinery, to support jurisdictions when response capacities are exceeded. The Córdoba Hydrometeorology Institute is designated to issue early warnings with a 24 to 72-hour lead time.
In Entre Ríos, the government has reinforced emergency services by delivering six new ambulances and two motorcycles to Concordia, Federación, and Estancia Grande to improve response times in difficult-to-access areas. Furthermore, the province is implementing Law 11.116 to ensure financial contributions and social security coverage for volunteer fire departments.
