Overview

Following the June 7, 2026, parliamentary elections in Armenia, disputes emerged regarding the integrity of the voting process. Initially, claims were made by National Assembly MP Arpi Davoyan that approximately 100,000 people were brought from abroad to participate in what was described as ‘election tourism.’ However, National Security Service (NSS) data contradicted these assertions, showing that while 33,168 citizens arrived from Russia, the total number of Armenian citizens arriving from all countries actually decreased by 9,719 compared to the previous year.

Later, a final report from the OSCE Parliamentary Assembly characterized the elections as well-organized and calm in most locations, but raised alarms regarding external interference. The OSCE noted that foreign information operations and external pressure, including security threats and trade restrictions, reached ‘unprecedented scales.’ Additionally, the report criticized the Central Electoral Commission for invalidating results at certain polling stations without sufficient justification, a move that resulted in the exclusion of the ‘Prosperous Armenia’ party from parliament and granted more mandates to the ruling ‘Civil Contract’ party. The OSCE has called for reforms to the Electoral Code to address administrative resource abuse and voter disenfranchisement.
