Armenian governance, infrastructure, and COP17 preparations

Overview

Armenia continues to focus on internal administrative restructuring, regional infrastructure development, and diplomatic efforts toward peace. Regarding the upcoming COP17 biodiversity summit in Yerevan, scheduled for October 19 to 30, 2026, the government has allocated 18.5 billion AMD from the state budget reserve. The summit will serve as the first global review of progress regarding the Kunming–Montreal Global Biodiversity Framework and its 2030 targets. To facilitate the event, schools in Yerevan implemented a six-day work week for five weeks starting September 15 to allow for a two-week autumn break in October. The Ministry of Environment noted that twelve organizations, including two foreign entities, have applied for the pre-qualification process for organizational services.

On the diplomatic front, Prime Minister Nikol Pashinyan has identified signing and ratifying a peace treaty with Azerbaijan as his most critical priority, aiming for a resolution by 2031. Pashinyan has outlined a vision for border delimitation following the Almaty Declaration, suggesting that potential territorial exchanges could resolve the issue of enclaves or exclaves. He emphasized that all communication and transport routes, including those under the TRIPP project, must remain open to ensure regional connectivity. UN Secretary-General António Guterres has praised the organization of the COP17 summit.

In terms of infrastructure, Oleg Bezyorov, CEO of Russian Railways, met with Pashinyan to discuss the management of Armenia’s railway infrastructure. Bezyorov noted that investments through the South Caucasus Railway concession have totaled approximately 400 million dollars, contributing to the national budget and employment.
