Armenian local elections

Overview

Local elections in Armenia have expanded in scope across several months. In late September, voting commenced in four communities across three provinces, including the Tumanyan, Ferik, Arzni, and Lermontovo communities. These elections utilized various systems, such as proportional voting in Tumanyan.

By late October, the scale of local self-government elections increased to 21 communities across 10 regions. On October 25, these elections utilized both proportional and majoritarian systems, with 19 communities under the proportional system and two under the majoritarian system. The process involved 517 polling stations and 972 technical devices for voter registration. To oversee the proceedings, the Central Electoral Commission established a situational analysis center, supported by six international observer missions and 28 media outlets.

The elections featured 1,637 candidates, including 553 women, representing 13 political parties and four coalitions. In certain communities, such as Armavir, Vardanis, Garni, Akhuryan, and Vaik, only a single party was nominated, while other areas saw up to four competing political forces. The ‘Civil Contract’ party was notable for fielding candidates in all 21 communities, with several current mayors leading their lists.

During the October 25 voting, observers and candidates reported several irregularities. The ‘Independent Observer’ alliance recorded 128 violations across 87 polling stations, citing issues such as procedural errors, breaches of voting secrecy, and the unauthorized presence of individuals. In the Artik community, candidate Levon Vahradyan reported voter intimidation. Additionally, Artur Astoyan of the ‘Living Country’ party reported being detained for questioning, which he characterized as an attempt to intimidate opposition forces. Reports also emerged of administrative interference, including local officials allegedly attempting to influence voters.
