Overview

The Arvedi Ast steel plant in Terni, Umbria, is undergoing significant operational and economic shifts. In early September 2026, the facility began the hot commissioning phase for a new slag ramp, a project intended to transition white slag treatment activities to a new facility and phase out older wet cooling processes and temporary storage.

However, the plant’s industrial stability has been challenged by rising energy expenses. Arvedi Ast warned that high electricity costs are creating a “significant competitive disadvantage” for Italian steel producers compared to counterparts in Spain, Germany, and France. The company noted that these costs threaten production and the jobs of over 2,550 direct and temporary workers, as well as approximately 1,000 supply chain positions. In response, the Umbria Region has requested urgent meetings with the Ministry of Enterprises and Made in Italy to address these cost disparities.
