ASSA water and sewage service transfer
Overview
Aguas Santafesinas (ASSA) has set a target of June 2027 to assume full control of water and sewage services in the city. The transition plan requires a two-thirds majority approval from the local City Council, followed by a formal agreement between the province, the municipality, and ASSA. Once signed, a six-month technical and legal transition period is intended to lead to full responsibility for billing and service provision.
In response to the proposal, the City Council’s Finance Commission issued a favorable report containing modifications to the transfer project. While the modified text allows the Executive branch to negotiate with the province and ASSA, it introduces stricter oversight. The Council will now require prior intervention and approval for any actions involving new financial obligations, the disposal of municipal assets, or changes to personnel status. These modifications were introduced to address concerns from the ASTEOM union regarding the working conditions of the more than 80 employees currently managing the services.
