Austrian university budget cut protests

Overview

On October 15, 2026, students at the Academy of Fine Arts Vienna occupied the institution’s aula to protest threatened budget cuts. Student union chairman Ertuğrul Bayraktar stated the occupation would continue until changes are made, arguing that education should be a priority and calling for the abolition of tuition fees to ensure accessibility.

By October 20, the demonstrations expanded into large-scale protests involving students, faculty, and staff across Vienna. Organized by the Austrian Students' Union (ÖH) under the motto ‘Alarmstufe Rot – #UnisRetten!’, the movement targets a proposed three-year federal budget for 2028–2030. While the government has allocated approximately 16 billion euros to 23 public universities, the Austrian Universities Conference (uniko) and the ÖH argue that 18 billion euros is necessary to account for inflation.

On October 22 and 23, the movement escalated with massive marches through central Vienna. While organizers estimated participation as high as 50,000, police reported approximately 20,000 people joined a march from Resselpark. University leaders, including Sebastian Schütze of the University of Vienna and Jens Schneider of TU Wien, have warned that the proposed budget represents a hidden cut of 10% to 15%, potentially resulting in the loss of roughly 6,800 staff positions and reduced research and healthcare capabilities. The government maintains the budget is necessary to address the national deficit and stabilize the state budget.

Although demonstrations have been largely peaceful, police reported that one officer was injured during an encounter with masked individuals at the Universitätsring. Six people were detained for suspected violations of the ban on face coverings.
