Ayacucho regional government administrative failures

The Ayacucho Regional Government is facing scrutiny following audits that highlight administrative, personnel, and budgetary failures.

Initial reports focused on the Regional Agriculture Directorate (DRA), which failed to implement a new organizational model approved in late 2025. The agency lacked essential management instruments, such as job profile manuals, and could not provide documentation to verify the legal or merit-based nature of hiring 96 employees under the Legislative Decree No. 276 regime.

Subsequent findings expanded the scope of mismanagement to broader regional governance. Audits revealed a failure to implement development policies, specifically regarding the bamboo production chain, which lacks investment projects and technical assistance despite identified production potential. Additionally, the regional government showed significant deficiencies in budget execution, failing to spend approximately S/ 44,073,777.09 for goods and services between 2022 and 2023.

Recent developments indicate that budgetary constraints have intensified, with the Regional Government now facing a budget gap exceeding S/ 118 million. This deficit threatens the completion of four major investments at the Universidad Nacional de San Cristóbal de Huamanga (Unsch). While the School of Human Medicine may be delivered in late October, difficulties in acquiring biomedical equipment persist. Regional Council President Cristian Palomino warned that the lack of resources could lead to staff reductions or the suspension of projects, which may need to be rescheduled for next year.
