He emphasized that humanitarian demining is a “fundamental requirement” for rebuilding infrastructure, noting that no economic activity can develop sustainably and no schools or hospitals can function safely until land is cleared of mines and explosive remnants of war. Aliyev further noted that Azerbaijan is among the most mine-contaminated countries globally, with preliminary estimates suggesting over 13% of its territory is affected.

Mariana Kyundziç, Head of the European Union Delegation to Azerbaijan, reinforced that mine clearance is essential for restoring security and enabling communities to regain stability. The conference, co-organized by the Azerbaijan National Agency for Mine Action (ANAMA) and the United Nations, included panel discussions on using technology and innovation to improve demining efficiency. Experts from the Turkish Mine Action Center and the Geneva International Centre for Humanitarian Demining highlighted how digital tools and data management can enhance productivity, distinguishing these humanitarian efforts from military mine clearance. The European Union continues to express support for Azerbaijan’s land survey and community assistance efforts.
