Baja California green infrastructure and bond oversight

In late July 2026, the Baja California State Legislature introduced a legislative initiative to integrate green infrastructure into urban development and planning laws. The proposal, presented by Deputy Liliana Michel Sánchez Allende, seeks to mandate features such as rain gardens, urban tree corridors, and permeable pavements to mitigate climate change impacts like droughts, coastal erosion, and urban flooding.

By August 2026, the state's legislative focus expanded to the oversight of funding mechanisms. The joint commissions on Public Expenditure Oversight and Finance and Budget reviewed the allocation of green and gender bonds. During these discussions, Finance Secretary José Andrés Pulido Saavedra reported on water investment projects, noting that the Río Santa Cruz–Avenida 72 extension has entered the bidding phase under ‘Bono Verde 2’. Additionally, officials addressed the allocation of resources to the ‘Programa Violeta’ to support women’s justice and security.

On August 21, 2026, Secretary Pulido Saavedra informed the State Congress that approximately 92% of the initial Green Bond resources are already committed to hydraulic works. The Mexicali State Public Services Commission (CESPM) reported a total investment exceeding 662 million pesos for the 2024-2027 period, including roughly 168 million pesos for the Mexicali Drain piping project, which is expected to benefit nearly 198,000 residents.

In Tecate, the State Public Services Commission (CESPTE) presented Green Bond-funded projects developed in collaboration with the North American Development Bank (NadBank). These include over 280 million pesos for ecological and water infrastructure, specifically the rehabilitation and expansion of the La Nopalera water treatment plant to double its purification capacity.
