Baja California public security strengthening

Authorities in the Baja California region are implementing measures to strengthen public security through financial support, recruitment, and specialized training.

In August 2026, Governor Marina del Pilar Ávila Olmeda announced that police officers in Baja California receive the highest salaries in Mexico, with monthly earnings of 24,497 pesos. To support law enforcement, the administration established a 1.5 billion peso trust fund for the 2023-2027 period to cover personnel in the Secretariat of Citizen Security and the State Penitentiary System Commission. This includes thirteen social benefits such as retirement pensions, medical services, and educational scholarships.

By September 2026, efforts expanded to include recruitment and professional development. In Baja California, 165 new agents joined state and municipal forces, contributing to a total of over 800 graduates in the last three years. Additionally, in Baja California Sur, the State Attorney General's Office conducted a “Methodology of Investigation” course for 60 agents to improve strategic planning and evidence documentation within the penal system.
