Balkan municipal and national student scholarship programs

Overview

Municipalities across Croatia, Slovenia, Montenegro, and Bosnia and Herzegovina have expanded scholarship and financial aid programs for the 2026/2027 academic year, targeting academic merit, socioeconomic needs, and labor shortages.

In Croatia, regional support continues with Varaždin County opening calls for scholarships and transport cost financing, while the Municipality of Popovac offers monthly scholarships of 100 euros. In Prelog, the city has launched a call for preferential student loans ranging from 100 to 250 euros per month. New initiatives include STEM scholarships from the Ministry of Science, Education, and Youth, providing monthly amounts between 300 and 600 euros. Local applications have also opened in Slavonski Brod, Ogulin, Rijeka, Dubrovnik, and Nuštar. Additionally, the company Podravka has introduced the ‘Small Secrets of Great Masters’ program, offering 1,800 euros annually to vocational high school students in technical fields.

In Bosnia and Herzegovina, the City of Prijedor has allocated 640,000 KM for awards for high-achieving students and those in deficit occupations, such as forestry engineers and mathematicians. In Banja Luka, undergraduate awards range from 200 KM for social and merit-based needs to 400 KM for deficit fields like electronics and informatics.

In Montenegro, municipal support includes the Municipality of Bar, which allocated 300,000 euros for scholarships in medicine, engineering, or mathematics, and Petnjica, which supports technical faculties. The Montenegrin Ministry of Education, Science and Innovation has also launched a 1,000,000 euro fund for doctoral research excellence, providing first-year doctoral students with a monthly net stipend of 800 euros and up to 10,000 euros annually for research costs.
