Balkan political discourse on historical memory

Regional political leaders in the Balkans are navigating tensions surrounding historical memory and the legacy of the Yugoslav Wars. In Croatia, officials focused on preserving anti-fascist heritage and commemorating the Danica concentration camp. In Bosnia and Herzegovina, Prime Minister Nermin Nikšić met with Srebrenica genocide survivors, asserting that the genocide is a “legally established fact” that cannot be altered by political stances, particularly following unrest related to the glorification of Ratko Mladić.

In Serbia, political discourse has centered on competing narratives regarding the region's history. Miloš Jovanović of the NADA coalition criticized “Western version” interpretations of the former Yugoslavia and argued against labels that delegitimize Republika Srpska. Concurrently, Slobodan Cvejić of the SRCE party emphasized the necessity of maintaining Serbia’s path toward European Union membership for economic reasons, while calling for societal reforms.

Building on these discussions regarding Serbia’s European trajectory, Andreas von Beckerath, Head of the EU Delegation to Serbia, stated that upcoming election conditions and the campaign period will significantly influence the country’s accession process. While noting Serbia’s capacity to accelerate progress, von Beckerath emphasized that this must be paired with political will and substantive reforms in areas such as the rule of law, media freedoms, and democratic principles. He noted that while the Serbian Assembly has adopted certain laws aligned with OSCE/ODIHR recommendations, the practical implementation of these laws—specifically regarding the separation of state and party functions and media access—remains critical. He further clarified that while the European Commission provides assessments, individual EU member states make the final decisions regarding the opening of negotiation clusters.
