Baltic sanctions on Russia and Belarus

In July 2026 Latvia's cabinet approved amendments to its law that would prohibit the import of a broad range of products—from books and newspapers to video games, sports equipment, toys, clothing and footwear—originating in Russia and Belarus. The measure, covering about €12.5 million of Latvian imports, is intended to reduce revenue for the two aggressor states and bolster national security, complementing existing EU sanctions. While direct imports and those routed through third‑country exporters would be blocked, transit of such goods through Latvian territory to other EU members would remain allowed, with possible exemptions for certain items.

Later that month, Lithuania's foreign ministry drafted a separate sanctions package targeting Russian and Belarusian citizens. The proposal would require these individuals to sign a public declaration condemning Russia's aggression against Ukraine, affirming the UN Charter, and recognising Ukraine's sovereignty before being allowed entry for educational, cultural or sporting activities. Failure to sign would result in a travel ban. The draft also seeks to prevent Russian and Belarusian residents in Lithuania from buying property near strategically important facilities or military training grounds. The aim is to curb the use of cultural events for propaganda, protect security, and support Ukraine.

Together, the two initiatives illustrate a coordinated Baltic effort to extend economic and personal restrictions on Russia and Belarus in response to the ongoing conflict in Ukraine.
