Banjska attack legal proceedings and investigations

Overview

Following the September 24, 2023, armed attack in Banjska, Zvečan, which resulted in the death of a Kosovo police officer and three attackers, legal and diplomatic tensions have persisted between Kosovo, Serbia, and the European Union.

The European Union has criticized Serbia for failing to take necessary steps to arrest and prosecute individuals accused of the attack, specifically noting concerns regarding Milan Radoičić. While the Belgrade High Public Prosecutor's Office stated investigations were ongoing, no indictment had been filed for the incident as of mid-October 2026.

In a subsequent legal development, the Special Prosecution of Kosovo filed an indictment against Stefan Radulović, who was arrested in April 2026. Radulović is charged with committing a terrorist act and offenses against the constitutional order of Kosovo. Prosecutors allege the attack was carried out by a structured group intended to destabilize Kosovo and forcibly detach northern territory to join Serbia.
