Biomethane and waste-to-energy development

Overview

The development of biomethane and waste-to-energy technologies is being positioned as a strategic method for achieving energy autonomy and decarbonization in Spain and other regions.

In Spain, discussions have focused on the potential of the Valencian Community to utilize organic waste from agriculture, livestock, and households to support European decarbonization goals. Recent industry discussions at the Barrax Rural e Innovation Hub emphasized using organic waste to produce biomethane for injection into the energy system. However, the expansion of these plants has evolved into a complex debate involving environmental regulations and rural community concerns. In regions such as Andalusia, Galicia, Castilla y León, Navarra, and Extremadura, projects face scrutiny regarding scale and location. In Andalusia, facilities exceeding certain daily capacities require an Integrated Environmental Authorization to evaluate impacts on health, emissions, odors, and soil.

Experts emphasize that unlike solar or wind, biogas requires a specific ‘recipe’ of substrates, making the distinction between potential and truly mobilizable biomass resources critical for economic viability.

Specific projects continue to advance. In the Basque Country, the Metabarri plant in the Artigas Ecopark—a collaboration between the Diputación Foral de Bizkaia, Garbiker, the Basque Energy Agency, and PreZero—is designed to process 50,000 tons of organic matter annually. It is expected to produce 4 million cubic meters of biomethane, generating 43.6 GWh per year to power roughly 12,700 homes while potentially reducing greenhouse gas emissions by up to 95% compared to fossil fuels. In Peru, Ciudad Limpia processes between 700 and 800 tons of industrial and hospital waste monthly to generate steam and heat, serving as a substitute for coal and gas.
