Black women political representation in Brazil

Overview

Black women in Brazil have reached record levels of political representation, with 29 elected to the Chamber of Deputies. While racial proportionality is projected to be reached by 2046, gender parity in the Chamber and State Assemblies may not occur until 2062. Many Black women in Congress have ascended through community leadership, student movements, or labor unions rather than traditional political paths. Research by Rede A Ponte indicates that 80% of Black female parliamentarians have experienced political violence, compared to 60% of white female parliamentarians. Reported aggressions include psychological (89%), symbolic (82%), and moral (59%) violence, with 77% of reported aggressions occurring within local legislative headquarters. Most perpetrators are identified as cisgender white men, including 34% who are colleagues within the victim’s own party. In preparation for the 2026 elections, the Articulação de Mulheres Negras Brasileiras (AMNB) has launched the ‘Manifesto Político das Mulheres Negras do Brasil: O Pacto do Bem Viver e as Eleições 2026’. This document establishes political guidelines centered on ‘Bem Viver’ (Well-Living), prioritizing justice, equity, solidarity, and human dignity. As the 2026 election cycle progresses, political parties face critical deadlines to distribute mandatory funds from the Special Campaign Financing Fund (FEFC) and the Party Fund to female, Black, and Indigenous candidates. Regulations mandate that at least 30% of these funds be allocated to female and Black candidates, with specific funding for Indigenous candidates based on their proportion within candidacy pools. The Superior Electoral Court (TSE) is tasked with overseeing these distributions. Despite individual campaign efforts to center women, surveys of 2026 presidential candidates show women remain a minority in ‘hard core’ decision-making teams, such as strategy, communication, and legal affairs, even though they constitute over 52% of the electorate.
