Overview
A video posted on July 20 2026 showed a blue Chevrolet Spark attempting to drive up a pedestrian‑only ramp on Avenida El Dorado, near Calle 26 in Bogotá. The stunt sparked public outrage and prompted Mayor Carlos Fernando Galán to denounce the driver as a "savage behind the wheel" and call the act extremely irresponsible.
The city's Secretariat of Mobility used its C4 monitoring system to locate the vehicle, identify the driver and the registered owner, and open an investigation. The owner, Brayan Bernal Muñoz, claimed he had sold the car months earlier but had not completed the legal transfer, leaving him liable. Authorities levied multiple traffic violations, estimating fines of about 1.6 million Colombian pesos, and warned the car could be immobilized and stored pending the administrative process.
