Bolivia expands regional security cooperation
Overview
In late July 2026, Bolivia and Paraguay formalised a historic strategic military cooperation agenda in Asunción. The eight‑pillar framework covers institutional coordination, strategic dialogue, risk information exchange, joint training, disaster‑risk management, operational cooperation, scientific‑technological innovation and regular high‑command meetings, aiming to boost mutual trust, interoperability and joint response capabilities.
A week later, Bolivia announced it would join the Panama‑based Americas Coalition against drug cartels. The defence ministry said participation would enhance intelligence sharing, border and air‑space control and the deployment of new security technologies to counter the surge of violent incidents linked to Brazilian criminal groups along Bolivia’s border. By presenting its own agenda at the coalition forum, Bolivia is extending its security outreach from a bilateral partnership with Paraguay to a multilateral effort targeting transnational organised crime.
At the Americas Coalition Against Cartels (A3C) forum in Panama, Bolivian Defense Minister Ernesto Justiniano called for enhanced international cooperation to address evolving criminal networks involved in drug trafficking, illicit finance, armed violence, and cyber threats. Justiniano proposed strengthening the operational capacities of the Bolivian Armed Forces to play a more active role in anti-narcotics efforts, similar to models used in Brazil, Peru, and Paraguay.
To address current logistical limitations—such as specialized river patrol groups operating with only one functional helicopter—Bolivia is seeking international assistance to improve intelligence, cyber defense, and aerial capabilities to protect borders and disrupt criminal financial networks.
