Bolivian bread price stability efforts
Overview
The Bolivian government and the baking sector initially reached a temporary agreement to maintain bread prices at a reference rate of 0.80 Bolivianos. To support this, the Ministry of Sustainable Production, Environment, and Water and the State Food Production Support Company (EMAPA) planned to review production costs and provide flour at fair prices. A digital tool, Geopan, was also introduced to monitor regional commercial prices.
Following this agreement, authorities in La Paz and El Alto issued formal warnings to 25 establishments found selling bread at 1 Boliviano. The Consumer Attention and Service Center (CAUC) conducted inspections to prevent unilateral price hikes, while businesses adhering to the 0.80 Boliviano rate received a ‘Conscious Provider’ seal. Despite these measures, some merchants reported facing threats from other bakers to raise prices. The Federation of Mining Workers of Bolivia criticized the price increases, stating that unilateral decisions by bakers would disproportionately affect low-income families.
