Initial reports regarding the potential appointment of Minister of the Presidency José Luis Lupo as Bolivia’s representative to the Organization of American States (OAS) were characterized by government spokesperson José Luis Gálvez as “speculation.” At that time, officials noted that no formal request had been submitted to the Legislative Assembly for the required constitutional approval.

Ávila argued that because the nominees remain public officials in their new diplomatic capacities, preventing them from assuming their posts abroad would be “absurd.”
