Bosnia and Herzegovina political and security status

Overview

International discussions regarding Bosnia and Herzegovina have focused on both civic consensus and regional security frameworks. A United Nations roundtable, hosted by the missions of Bosnia and Herzegovina, Luxembourg, and the European Union, presented research suggesting that despite constitutional disagreements following the Dayton Agreement, there is broad citizen consensus on the need for equal rights, accountable governance, and impartial institutions.

Following these discussions on political progress, the United Nations Security Council scheduled a session for October 30 to address the implementation of the Dayton Peace Agreement and the security situation. A primary focus of this session is the potential extension of the European Union Force (EUFOR) Althea mandate.

A central point of discussion involves the future of the Office of the High Representative (OHR). The Security Council may propose an independent strategic review of the OHR to examine its remaining functions and progress toward meeting the ‘5+2’ requirements for its closure. As the Peace Implementation Council (PIC) has not yet reached an agreement on a successor to Christian Schmidt, American diplomat Louis Chrishock remains in the role of acting High Representative. In a departure from previous practice, Chrishock will not personally attend the New York meeting; instead, the regular six-month report has been submitted to the UN Secretary-General for formal distribution to Security Council members.
