Stakeholders have stressed that the process must integrate traditional knowledge and respect territorial rights. Including local populations in the design, execution, and monitoring of projects is considered a strategic necessity to ensure higher seedling survival rates and long-term viability. Civil society organizations have also called for annual monitoring to ensure soil conservation commitments are met and for the strengthening of administrative and budgetary structures, such as the regulation of the Caatinga Vegetation Recovery Law.
