Brazil electric vehicle licensing law updates
Overview
President Luiz Inácio Lula da Silva sanctioned Law No. 15.503/2026, which amends the Brazilian Traffic Code to adjust driving license requirements for electric and hybrid vehicles. Under the new law, drivers holding a Category B license are permitted to operate certain electric or predominantly electric vehicles with a gross total weight (PBT) of up to 4,250 kg, an increase from the standard 3,500 kg limit. This adjustment accounts for the higher weight of electric vehicle battery sets.
Additionally, the law introduces financing mechanisms intended to modernize transport fleets, including urban and school vehicles, with up to R$ 30 billion in available funding. The National Traffic Council (Contran) may implement further regulations regarding these vehicle operations.
