Brazil sustains fuel subsidies, adds fraud combat rules

Following the implementation of Federal Provisional Measure 1.358, the Refinaria de Mataripe—Brazil’s second-largest refinery and a critical asset providing 42% of the Northeast region's fuel supply—announced an 11.3% reduction in gasoline A prices. This adjustment lowered the price for distributors from R$ 3.93 to R$ 3.49 per litre, incorporating the R$ 0.44 per litre federal subsidy. The refinery is owned by Acelen, controlled by the UAE-based Mubadala Capital, and remains the only major refinery in Brazil not owned by Petrobras. To combat market fraud and adulteration, the Ministry of Mines and Energy and the National Council for Energy Policy (CNPE) issued Resolution No. 10. This measure establishes fuel security as a matter of national energy interest, empowering the National Agency of Petroleum (ANP) to intensify inspections. New requirements include the mandatory use of certified electronic means to record stocks, prices, and transactions at retail stations. The ANP is also authorized to block fuel imports if fraud is suspected and will increase information exchange with consumer protection agencies, Public Prosecutors, and police to mitigate tax evasion and the entry of adulterated substances. In addition to these regulatory controls, Congress approved Complementary Law Project (PLP) 114/2026. This legislation aims to maintain ethanol competitiveness and provides mechanisms for tax reductions during international oil price spikes.
