Brazil green investment and infrastructure initiatives

Overview

Brazil has initiated several large scale financial programs to support ecological transformation and infrastructure development.

In October 2026, the Eco Invest Brasil auction approved R$ 49.95 billion for green investments. Overseen by the Ministries of Finance and Environment and Climate Change, the program utilizes public capital to leverage private resources. Four banks, including Bradesco, Itaú, Santander, and HSBC, were selected to manage funds targeting sectors such as mineral waste circularity, artificial intelligence, electric mobility, and advanced green fuels.

By November 2026, the government expanded its focus to transport infrastructure, launching meetings in London to present R$ 262.6 billion in highway and railway projects scheduled for 2027. To support these efforts, the Brazilian Development Bank (BNDES) doubled its annual financing limit for the acquisition and manufacture of trains, wagons, and locomotives, increasing the ceiling per economic group from R$ 500 million to R$ 1 billion.
