Brazil national identity document implementation
Overview
Brazil has begun implementing new unified identification systems. The government introduced the Carteira de Identidade Nacional (CIN), a national identity document that utilizes the CPF number as the sole identifier. This document is valid throughout the country and can serve as a travel document for Mercosul member nations. The CIN allows for the inclusion of specific health data, such as blood type and organ donation status.
As part of the transition to the CIN, the National Institute of Social Security (INSS) is updating regulations to require biometric data for the granting, maintenance, and renewal of social security and welfare benefits. While biometrics can currently be registered through the CIN, the National Driver's License (CNH), or a voter registration card, new mandates are approaching. Starting January 1, 2027, individuals without valid biometrics in these databases will be required to issue a CIN, and by January 1, 2028, the CIN will be the only accepted biometric base for benefit transactions.
In a related development regarding social security administration, the Superior Tribunal de Justiça (STJ) established new rules for retroactive payments. Under decision theme 1.124, retroactive payments for benefits like pensions and maternity leave will no longer be calculated from the initial administrative request if an individual seeks judicial intervention before exhausting administrative channels; instead, payments will be calculated from the date the lawsuit was filed or the institute was cited. Additionally, the STJ authorized the use of automated systems for retirement approvals, provided they do not issue automatic denials without reviewing documentation or guiding applicants to provide missing files.
Additionally, the Ministry of Education launched the Carteira Nacional Docente do Brasil (CNDB), a digital identification document for approximately 2.7 million teachers in both public and private sectors.
