Brazil-Paraguay border health and transit cooperation

Overview

Brazil and Paraguay have initiated new protocols to coordinate health actions and sanitary surveillance in their shared border regions. Through the ‘Campo Grande Charter’, the two nations have established a framework for integrated data sharing, synchronized vaccination efforts, and coordinated responses to arboviruses. To improve decision-making, authorities plan to use Pan American Health Organization (PAHO) platforms for disease visualization.

A dedicated working group is also addressing health service needs in the areas of Carmelo Peralta and Porto Murtinho to prepare for increased transit expected from the Bioceanic Route and a new international bridge.

Furthering this cooperation, Brazil’s Anvisa and Paraguay’s Dinavisa have formalized a partnership to combat the illegal trade of weight loss medications. This move follows a reported 172% increase in seizures of such drugs, including semaglutide and tirzepatide, during the first half of 2026 compared to the previous year.

As the Integration Bridge prepares to open to private vehicles on September 14, 2026, bilateral negotiations have commenced regarding the cost of the Border Neighbor Transit Document (DTVF). Brazil is seeking to address a significant price discrepancy between the two nations, where the Paraguayan fee of 234,154 guaraníes (approximately R$ 200) is substantially higher than the Brazilian cost of R$ 63.85. Marcelo Mossi, a delegate of the Receita Federal in Foz do Iguaçu, noted that the Brazilian Ministry of Foreign Affairs is working to establish a reciprocal tariff to ensure the document does not become a “barrier to mobility” for residents of border towns such as Foz do Iguaçu, Ciudad del Este, Presidente Franco, and Hernandarias.
