Brazilian football foreign player limit regulation

Overview

The Brazilian Football Confederation (CBF) initially considered reevaluating the number of foreign players permitted in domestic clubs. Rodrigo Caetano, the general executive coordinator of the Men’s National Teams, suggested that the current trend of increasing international rosters might be hindering the development of young domestic talent by reducing opportunities for local players to gain experience in key positions.

Following these considerations, clubs in the Brazilian Série A and Série B approved a plan to gradually reduce the foreign player limit per match beginning in 2027. The limit will decrease from nine players to eight in 2027, with a phased reduction intended to reach five players by 2030.

To further support youth development, regulations starting in 2027 will require clubs to include at least 20 players aged 23 or younger within their 50-player rosters. The CBF noted that studies showed a “40% decrease in minutes played by athletes under 23” since the foreign player limit was increased. While the measure passed, clubs including Flamengo, Bahia, and Londrina voted against the changes.

Recent details clarify that the regulation limits the number of foreign players listed for each match rather than requiring the termination of existing contracts. This necessitates strategic squad management for clubs with high international numbers, such as Grêmio. The decision is supported by data showing the average age in Série A has risen to 28.5 years, with players under 23 accounting for only 13.8% of minutes played.
