Of the 50 players a club can register, the minimum number of required spots for under-23 players will increase annually from 20 in 2027 to 25 in 2030.

While the plan has been approved, it faces opposition from certain clubs, including Bahia, Flamengo, and Londrina. While some coaches, including Brazil's national team manager Carlo Ancelotti, have viewed the move positively, legal experts have raised questions regarding whether these restrictions might conflict with Mercosul trade agreements regarding the free movement of workers.

In response to these restrictions, some clubs are exploring alternative strategies. Palmeiras is reportedly considering naturalization as a solution, as several of its foreign players, such as Gustavo Gómez, Piquerez, and Flaco López, may already meet residency requirements to obtain Brazilian citizenship. This trend is expected to drive an increase in the naturalization of foreign athletes; for instance, Flamengo’s Arrascaeta has already begun the citizenship process, and several Argentinian internationals have been identified as potential candidates.
