Brazilian noise pollution enforcement operations

Authorities in Brazil have initiated various operations to combat noise pollution and public disturbances caused by vehicles.

In Maranhão, the Public Prosecutor’s Office launched ‘Operation Rolezinho’ following resident complaints regarding powerful ‘paredões’ sound systems. The operation has led to the seizure of vehicles with irregular audio equipment. Prosecutors have begun offering non-prosecution agreements that require suspects to forfeit the seized equipment for destruction or recycling, a move described by Prosecutor Cláudio Alberto Guimarães as “preventive, aiming not only to hold offenders accountable but also to permanently remove the equipment used in conduct that harms public order and the community’s quality of life.”

In Cuiabá, ‘Operação Raio de Ordem’ targeted motorcycles with tampered exhausts using sound level meters. This enforcement action, prompted by complaints regarding the impact of noise on residents and children, represents the first application of a new municipal law establishing specific decibel limits and measurement methodologies for vehicles. The operation resulted in the seizure of several motorcycles and various traffic-related fines.
