Brazilian women's football development and support

Overview

Brazil is implementing various measures to support and promote women’s football, particularly in anticipation of hosting the 2027 FIFA Women’s World Cup.

During the September 7 Independence Day parade in Brasília, eleven pioneer athletes from the 1980s and 1990s were honored for their contributions to the sport. The tribute included notable figures such as coach Dilma Mendes and player Formiga.

Following this recognition, President Luiz Inácio Lula da Silva sanctioned Law No. 15.522, which establishes permanent national guidelines to promote and strengthen women's football. This legislation mandates that sports clubs involved in athlete formation must also maintain structured female teams, providing a 180-day adaptation period for compliance. It further ensures that organizations dedicated to women's football receive the same rights, benefits, and prerogatives historically granted to male football entities.

The law also impacts the Football Corporation Law (SAF), requiring clubs that adopt this model to form both male and female teams, or exclusively female teams. To ensure gradual professionalization, the law sets limits on the number of non-professional athletes allowed in official competitions, which are intended to be reduced over time. For instance, the initial limit is set at four non-professional players per team in the main national division.

The Ministry of Sports will lead efforts to encourage participation among girls and young women by strengthening youth competitions and providing institutional support for professional and grassroots teams. To ensure long-term progress, the regulations aim to increase female representation in management, technical direction, and refereeing. The law also includes protocols to combat racism, discrimination, and violence against women in the sport, while requiring a strategic plan to ensure a lasting social and financial legacy from the 2027 World Cup. Additionally, the legislation includes measures to encourage wage equality and protect maternity rights for female athletes.
