British Columbia e-scooter pilot project expansion
Overview
Municipalities in British Columbia are increasingly participating in the Provincial Electric Kick Scooter Pilot Project, a multi-year study intended to evaluate the permanent authorization of e-scooters in the province.
In late August 2026, the District of Coldstream approved its participation in the framework, which allows riders aged 16 and older to operate e-scooters provided they comply with the provincial Motor Vehicle Act. Local officials noted that while no additional restrictions were initially proposed, bylaws could be amended if safety concerns arise.
By late September 2026, Ladysmith joined the pilot as one of 15 municipalities on Vancouver Island to permit the devices. The program includes specific safety requirements, such as mandatory helmet use, obeying traffic signals, and prohibiting riding while impaired. Safety data from the pilot has already highlighted risks, with reports from Kelowna General Hospital indicating that ‘85 per cent of e-scooter-related injuries were linked to riders not wearing helmets.’
