Buenos Aires tax relief measures for 2027
Overview
The Government of the City of Buenos Aires, led by Chief of Government Jorge Macri, has announced several tax relief measures as part of its 2027 budget strategy to reduce the tax burden and optimize public spending.
In late September 2026, the administration detailed a plan to reduce vehicle patent taxes (patentes) for 2027. This measure aims to provide relief to approximately 60% of the city’s 1.63 million vehicles by lowering rates for half of the fleet and expanding age-based exemptions to include vehicles 20 years or older. Electric vehicles will remain exempt, while hybrid vehicles will receive a two-year full exemption before transitioning to progressive taxation.
During the opening of the Latin American International Tourism Fair, Macri announced that hotels, restaurants, and bookstores will be exempt from the ABL tax during the first half of 2027. This initiative, intended to incentivize investment and employment, is expected to benefit approximately 7,000 gastronomic establishments, 380 bookstores, and hundreds of hotels. This follows a 19% increase in international visitors compared to the same period in 2025.
To support these reductions, Macri noted that the administration has already implemented cost-cutting measures, including the elimination of 9,000 administrative positions and 359 management roles, as well as suspending contracts with 40 ‘ghost’ dining halls. Following the submission of the 2027 Budget project to the Legislature, the city projects a financial surplus of 1 billion pesos with fiscal equilibrium, including nearly 1 trillion pesos allocated for subway infrastructure and fleet renewals. The city’s 2027 budget totals approximately 24 trillion pesos, prioritizing financial equilibrium and infrastructure.
