Bulgarian infrastructure and development planning

Overview

Local municipalities in Bulgaria have begun allocating funds for specific regional projects. In Dobrichka, the municipal council approved over 524,000 euros in interest-free loans to support road rehabilitation in Stefanovo and water pipeline reconstruction in Vedrina. Additionally, Bansko officials reviewed funding for the Bulgarian Ski Federation to support the 2027 Alpine Snowboard World Cup and discussed repairs for the Dobrinishte city park.

At the national level, the Ministry of Regional Development and Public Works has outlined broader priorities for the 2027 state budget. Minister Ivan Shishkov announced plans to design approximately 1,300 kilometers of highways and expressways, including the Ruse-Makaza highway, the Montana-Sofia expressway, and a section of the Black Sea motorway.

Recent updates specify that the 1,300 km plan includes 770 km of strategic sections, such as the Sofia-Montana expressway featuring a tunnel under Petrohan, and a Black Sea motorway connecting Durankulak, Varna, Burgas, and Malko Tarnovo. Other priority routes include the Rila motorway, Vidin-Montana-Vratsa connections, and improvements to the Ruse-Shumen and Plovdiv-Smolyan routes. To fund these major projects, the government intends to seek European TEN-T network funding or public-private partnerships instead of relying solely on direct state payments.

Regarding water infrastructure, the ministry plans 40 projects to improve supply and drinking water quality. Approximately 47 million euros are expected to be allocated for pre-project studies, pre-investment studies, and the design of new water supply facilities and pipelines.
