Calabria regional housing initiatives
Overview
The Calabria region has implemented different housing strategies to address social and demographic challenges. An initiative titled “Una casa per tutti” (A house for everyone), led by Governor Roberto Occhiuto and Councilor Pasqualina Straface, aimed to provide a monthly 300-euro bonus to families facing high rent costs using 9 million euros from the European Social Fund. However, the program faced criticism as funding shortages resulted in a category of recipients described as “admitted but not funded,” meaning eligible families could not receive aid because allocated funds were exhausted.
To combat depopulation in small villages, President Roberto Occhiuto launched the “Ripopola Calabria” pilot project. Under this experimental program, the regional government fully funds the renovation and seismic upgrading of abandoned or unused public properties. These renovations are funded through the Development and Cohesion Plan, with subsidies reaching up to 2,000 euros per square meter and a maximum cap of 280,000 euros per home.
Once renovated, 50 homes across 26 municipalities will be provided to new residents through a free loan for use, or “comodato d’uso gratuito,” for a period of ten years. To qualify, applicants must be adults who have resided outside of Calabria for at least three years and must transfer their permanent residency to the region. The properties are strictly for residential use and cannot be used for tourism or sub-leasing. Priority may be given to young couples, families with children, remote workers, professionals in the cultural sector, and people with disabilities.
