California higher education financial aid and policy

Students at California State University and community colleges are navigating financial aid challenges and evolving academic policies.

Initially, California State University students faced significant delays in receiving financial aid decisions. University officials linked these delays to updates by the U.S. Office of Federal Student Aid intended to enhance fraud protections following the One Big Beautiful Bill Act. These updates resulted in federal files arriving five to six weeks later than usual, leaving many students unaware of their grant and loan totals until near the start of the school year or after tuition deadlines had passed. In response, California designated October as Student Financial Aid Awareness Month to provide support and counseling for students.

Following these delays, California community college students were urged to meet a September 2 deadline for FAFSA or California Dream Act Applications to secure aid, including the expanded Cal Grant C which now covers certain short-term vocational and technical training programs. Concurrently, legislative proposals in the California Assembly, such as Assembly Bill 2694 and Senate Bill 960, seek to expand the types of bachelor’s degrees community colleges can offer, though these measures face potential opposition from higher education leaders.

Support for undocumented students has also become a focal point of state policy. Through the ‘Find Your Ally’ program, a $10 million state investment provides free legal aid to students across 115 community colleges. The program has served approximately 40,000 students, providing DACA renewal assistance and legal consultations. While California offers state-funded grants through the California Dream Act and in-state tuition rates, the allocation of these resources has sparked debate, with some residents questioning the aid provided to undocumented students as middle-class families face rising tuition costs.
