Campania regional budget surplus and third‑sector funding

In late July 2026 the Campania regional council announced that the region had finally erased the 2014‑2015 budget deficit, completing the fiscal correction twelve years ahead of schedule. The resulting surplus was earmarked for upgrades to public services, including airport fee waivers, water and wastewater infrastructure, agricultural support, digitalisation, public‑transport renewal and flood‑damage mitigation.

A few days later the regional government launched a public call under the 2025‑2027 Programme Agreement, allocating €4.77 million to projects run by volunteer organisations, social‑promotion associations and foundations listed in the national Third‑Sector Register. Grants cover up to 80 % of costs, ranging from €25,000‑€49,999 for municipal or inter‑municipal initiatives to €50,000‑€170,000 for inter‑provincial or regional projects, with an additional €1.4 million reserve for smaller‑scale actions. Andrea Morniroli, the assessor for Social Policies, described the funding as a means to provide innovative responses to poverty, social isolation, disability inclusion and climate‑change mitigation.

The same call highlighted persistent gaps in regional social spending: a CGIL‑commissioned study showed that Campania’s provincial capitals spend far less per capita on social services than the national average, raising concerns that limited local budgets could curtail essential services such as childcare, home care for the disabled and elder‑care support.
