Campo de Marte airport aviation regulation impacts

New aviation regulations at Campo de Marte Airport in São Paulo have significantly expanded building height restrictions. Driven by the implementation of Instrument Flight Rules (IFR)—a contractual requirement of the 2022 concession granted to Pax Aeroportos—the Brazilian Air Force (FAB) has introduced stricter controls to allow for more diverse aircraft operations regardless of weather conditions.

According to the Municipal Secretariat of Urbanism and Licensing, the area of the city subject to height restrictions specifically due to Campo de Marte has increased from 2.98% to 52.7%. When combined with restrictions from Congonhas and Guarulhos airports, the total restricted area of the municipality has risen from 64% to 71%. These changes impact strategic neighborhoods such as Santana, Perdizes, and the expanded center. Specifically, any construction exceeding 45 meters in height within a 20-kilometer radius of the terminal now requires prior authorization from the Department of Air Space Control (Decea).

The real estate sector has expressed significant concern regarding the economic impact. The Brazilian Association of Real Estate Developers (Abrainc) estimates that these norms could impose additional costs of up to R$ 2.7 billion annually on companies. Industry representatives also warn that the regulations may reduce land development potential and delay project approvals.

Amidst these regulatory complexities, the Consórcio Cântaro SP is moving forward with plans for the Municipal Campo de Marte Park. This R$ 614 million project, scheduled for 2030, aims to create a sports and environmental hub through a 35-year concession, currently awaiting land reintegration processes by the city government.
