Canada-Ukraine strategic defense and energy partnership

Overview

Canada and Ukraine have established a 100-year strategic partnership focused on defense, energy, and critical minerals. During a meeting in Calgary, Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy signed agreements totaling over USD 2 billion.

The defense component includes a plan for Canada to produce millions of drones over the next two years, with one-third of production dedicated to Ukraine. Canada is also providing C$350 million in interceptors through a US-led mechanism.

In the energy sector, the partnership includes C$430 million in loan guarantees to assist Ukraine in purchasing natural gas. Additionally, Ukraine’s Naftogaz Group signed a memorandum with Kino Aski LNG to explore long-term supplies of Canadian liquefied natural gas (LNG), assessing logistics through the Klaipėda terminal in Lithuania to provide Ukraine with more competitive procurement options.
