Capital Development Authority enforcement in Islamabad
Overview
The Capital Development Authority (CDA) has undertaken several enforcement actions regarding land use and unauthorized developments in Islamabad.
In late September 2026, the CDA ordered the sealing of marketing and site offices for the Itifaq Residencia housing scheme on Simly Dam Link Road. The authority determined the project was operating without a required Layout Plan or a No Objection Certificate (NOC). Following previous notices issued in 2025 and 2026, the CDA moved to seal offices used by sponsors, consultants, and agents, while directing the demolition of unauthorized structures at the site.
By early October 2026, the CDA expanded its enforcement to reclaim over 1,000 kanal of prime land in Sector E-12. This land had remained in an unresolved status for nearly 40 years. The reclamation operation, conducted under the direction of Interior Minister Syed Mohsin Raza Naqvi, is intended to remove obstacles to planned development and facilitate infrastructure and urban expansion in the sector.
