Catalan urban resilience and infrastructure initiatives

Overview

In Catalonia and surrounding regions, various local and regional initiatives are focusing on urban resilience and infrastructure management to address climate and environmental risks.

In Terrassa, residents and political groups are protesting a 13-million-euro parking project, advocating instead for the creation of an urban forest and climate refuge. In Barcelona, proposals have been made to create a live digital map of the city’s subsoil to prevent ground collapses following a sinkhole incident, alongside calls for improved wildfire mitigation and school air conditioning.

Regional authorities are also advancing flood prevention measures. In Lleida, local government has approved a 400,000-euro project to expand containment walls along the Segre River. In Torrent, the Generalitat is expanding metropolitan floodable parks to manage water flows during heavy rainfall. This expansion will include four kilometers at Barranc de l’Horteta to improve rainfall management and promote environmental renaturalization. Following discussions between Recovery Commissioner Raúl Mérida and Torrent Mayor Amparo Folgado, the project will incorporate a new cycle path connecting local nuclei such as Masía del Juez, El Pantano, and La Curra. This path will feature a bridge over the Barranco de Guindilla and will be designed to allow the passage of emergency vehicles to address accessibility issues identified during recent extreme weather events. The initiative aims to complement hydraulic works managed by the Confederación Hidrográfica del Júcar and involves land expropriations to facilitate a fluvial park and improved urban connections.
