A draft proposal from coalition politicians in the Bundestag suggests constructing a new high-speed line to improve travel times and reduce environmental impact and noise. This proposal faces opposition from the Lower Saxony state government, which favors expanding existing tracks. Despite the conclusion of the summer holidays, traffic remains heavy due to seasonal travel to coastal and mountain regions, increasing commuter volumes, and ongoing maintenance.
